Health Care Financing and Payment Reform

Improving health outcomes through health care financing and payment reform solutions

Translating Policies Into Practical Strategies

JSI supports safety-net providers in translating complex payment reform policies into practical strategies for success in value-based payment. We implement the operational, financial, and data capabilities needed to sustain whole-person care and population health under evolving payment models.

Our Approach

We conduct applied research and policy analysis to examine how financing reforms work in practice, providing actionable recommendations for states, payers, and health organizations. Our evaluations align payment shifts with the realities of local health systems and community needs.

Partnering for Sustainable Improvements

We partner with clients to align performance-based payments with community needs and primary care transformation efforts. This alignment helps partners effectively operationalize incentive funding, driving sustainable improvements in care and better outcomes.

Assessing Capacity for Value-Based Care in Texas

JSI is conducting an evaluation of the Episcopal Health Foundation’s investment in 11 Texas community health centers to build capacity for population health and value-based payment design. We use a mixed-methods approach that involves longitudinal assessments, key informant interviews, and annual site visits. This work identifies the strengths, needs, and strategies clinics use when advancing value-based models.
