Catalina González

Education Systems Expert | Senior Technical Advisor

“When systems don’t work, they waste people’s time—and time is something learners cannot afford to lose. The work begins by listening, strengthening what already works, and designing strategies rooted in local leadership and coordinated systems of support.”

Equipping Educators to Support Students

We support education systems to adapt to emerging technologies. By equipping educators with practical training and tools, including blended and hybrid strategies, they can better support learners with varied needs and goals.

Research and Evaluation to Inform Practice and Policy

We lead research and evaluation on education technology to generate actionable insights that inform practice and policy. Our work spans global platforms and grassroots innovations and is grounded in the expertise and experiences of educators and learners.
Connecting Communities for Digital Opportunity in the U.S.

Since 2023, AT&T has supported World Education to provide technical assistance and instructional guidance to community-based non-profits hosting AT&T Connected Learning Centers (CLCs). Each CLC provides its community with access to computers, high-speed internet, tutoring, and mentoring. AT&T has opened over 100 CLCs across the U.S., which have served more than 200,000 people, supporting schoolwork, job searches, college applications, and essential digital skills. World Education provides expert guidance and tailored support to leaders, staff, and volunteers from CLC-hosting organizations.

Expanding Digital Access and ESOL Instruction in the U.S.

World Education works with key stakeholders to re-envision adult education and digital access to better serve immigrant and refugee learners. Through the Transforming Immigrant Digital Equity (TIDE) project, we provide information and coaching to expand English for Speakers of Other Languages (ESOL) and digital services. We documented technology-enabled program models through briefs and an online publication, while supporting state-level Digital Equity Act implementation through seven resource guides and 30 national presentations. We also provided coaching to pilot sites in Colorado, Massachusetts, and Virginia to develop robust ecosystems that increase access to ESOL instruction and digital support services

Scaling Digital Literacy for Economic Opportunity in the U.S.

Through the Increasing Digital Literacy in the American Workforce 2.0 initiative, World Education prepares adult education practitioners to support the 32 million Americans whose limited foundational digital skills constrain their economic opportunity and career mobility. Our work through the previous project phase already transformed how educators across 16 states teach digital skills, reaching instructors and sharing field insights at over 40 conferences nationwide. In this phase, we are equipping adult education practitioners with practical, evidence-based tools to integrate digital literacy into instruction and prepare learners for today’s technology-driven economy.
