JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. 

JSI is currently seeking an outstanding HMIS consultant to support work on activities of the Country Health Information System and Data Use (CHISU), a global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program (2020-2025) designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

The HMIS Consultant will support the Ministry of Health in Guyana to identify and apply appropriate solutions to address issues in the collection, storage, and utilization of COVID-19 vaccination data. This consultant will be seconded to the Ministry of Health and will work under the technical supervision of the Chief Medical Officer, with the contract and oversight managed by CHISU. 

Responsibilities:

  • Support the Ministry of Health in assessing health information systems –where COVID-19 data is collected—and generate recommendations to strengthen it.

  • Conduct rapid assessment of national COVID-19 vaccination and testing data sources outlining the data management processes, bottlenecks, and concrete recommendations for rationalizing processes based on data needs to respond to the ongoing COVID-19 pandemic. 

  • Guide the implementation of recommendations for an integrated health information system that meets the data needs of the Ministry of Health; develop standard operating procedures.

  • Enhance data analysis using tools such as Power.BI and improve visualization and public access to COVID-19 data.  

  • Support the creation of an HIS working group; help ensure coordination across donors and partners.

  • Support additional COVID-19 data-related tasks as requested by the Ministry.

Qualifications:

  • Demonstrable experience in health information systems, especially data management, and in health informatics in Guyana and/or the Caribbean region 

  • Bachelor’s degree (Master’s degree preferred) in health-related areas or health information systems. 

  • Demonstrable knowledge of epidemiology and disease surveillance systems

  • Excellent interpersonal and people management skills and demonstrated ability to work effectively and harmoniously with host country counterparts, USAID, consultants, other donors and international organizations, and program colleagues is required;

  • English fluency
