In Ghana, JSI Research & Training Institute, Inc. (JSI) supports Ghana’s Health Services (GHS) to strengthen routine immunization (RI) systems and advance the integration of human papillomavirus (HPV) vaccination into Primary Health Care (PHC) services. This work aims to achieve and sustain high and equitable immunization coverage, with a particular focus on adolescent girls. Key funders supporting these efforts include Gavi, the Vaccine Alliance, and the Gates Foundation.
As part of this ongoing collaboration, JSI is implementing a coordinated package of technical assistance (TA) to support Ghana’s transition from campaign-style HPV delivery to a sustainable, routine, and school-linked PHC-based approach. This includes strengthening planning, service delivery, data systems, supervision, and demand generation at national, regional, district, school, and community levels.
To support this work, JSI is seeking two consultants to contribute to two interlinked and complementary initiatives:

Gavi-funded HPV Integration into Routine Immunization (January–June 2026):
This project supports the EPI, RI, and data teams to strengthen health system readiness for HPV vaccination by integrating HPV into PHC systems. Key areas of support include planning, data monitoring and use, digitalization of vaccination registers, capacity building of health workers and educators, and strengthening coordination between the health and education sectors. -
HPV Vaccine Acceleration Partners Program Initiative (HAPPI) (February–October 2026):
The HAPPI initiative builds on the Gavi-supported integration work by expanding implementation and learning across additional districts. It places a strong emphasis on adaptive learning, demand generation, and community engagement. Activities include training health workers and teachers in effective communication, implementing community durbars and conversations, strengthening supervision and data systems, and generating implementation evidence to inform national decision-making and scale-up.
Together, these initiatives aim to strengthen HPV vaccine delivery, uptake, and sustainability through a coordinated systems-based and community-responsive approach.
