For more than 30 years, JSI has partnered with Ethiopia’s Ministry of Health, contributing to the advancement of the Information Revolution – a national target to digitize the entire health sector – a national strategy to transform information use culture and digitize data systems. Through the Data Use Partnership (DUP), JSI aims to strengthen the generation and use of high-quality data to drive health system improvements and better health outcomes across Ethiopia. 

In close partnership with the Ministry of Health, the JSI project addresses persistent health information system (HIS) challenges, including suboptimal data quality, inconsistent data use, limited analytic capacity, shortages of local expertise, and gaps in data and digital governance. Together, we foster a data-use culture through the performance monitoring team approach and advance the digitalization of priority data solutions and foundational tools such as the Master Facility Registry and National Health Data Dictionary. Through DUP, we are building  HIS governance, strengthening policies, strategies, coordination, and resource alignment while capacity strengthening across government and non-state actors.
