Background and Justification
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
In line with these objectives, CHISU Indonesia is set to collaborate with the Ministry of Health (MOH) of Indonesia to establish an innovation sandbox. This initiative is designed to support the development, compliance, and enforcement of policy, legal, and regulatory frameworks for digital health innovations. The sandbox will serve as a controlled environment for managing and formulating health innovation policies, allowing for the testing and adaptation of health innovations while ensuring they adhere to regulatory standards. It aims to set the required standard for managing and policymaking in health innovation, providing a space for accommodating health innovation while ensuring regulatory compliance.
The sandbox will be instrumental in testing new products, facilitating learning, and ensuring compliance with MOH standards and regulations before broader deployment across the country. By making the sandbox accessible and available for experimentation with new digital health products and services, CHISU Indonesia intends to significantly enhance regulatory compliance within the digital health sector, thereby making it more reliable, accessible, and well-regulated. This initiative is expected to contribute to a more robust and innovative digital health ecosystem in Indonesia, aligning with the nation's health standards and strategic objectives.
Additionally, to enhance the contribution of CHISU to the Ministry of Health's efforts in the Innovation sandbox, it is recognized that collaboration with an expert consultant actively engaged in these programs is essential. The consultant's role will primarily involve in developing the guideline of the sandbox, developing the testing instruments, and involving in the implementation and monitoring. In this case, CHISU is seeking an innovation sandbox consultant to support the MOH to provide general and technical assistance. The Consultant will be supervised by the Senior HIS Governance Specialist and with technical oversight from Senior Technical Advisor for CHISU Indonesia.

Activity Manager and Reporting Structure: The Innovation Sandbox Consultant reports to the Senior HIS Governance Specialist for CHISU Indonesia.
Purpose and Objectives of the Consultancy:
The Innovation Sandbox Consultant will be responsible for the following activities related to Innovation Sandbox programs:
- Conducting desk review/literature review for the innovation sandbox concept.
- Formulating and mapping the framework for innovation sandbox.
- Participating in the regular coordination for the consortium for innovation sandbox.
- Ensure that the innovation sandbox draft aligns with the existing regulations and policy.
- Participating in collecting feedback for innovation sandbox concepts, through focus group discussion and workshop.
- Participating in harmonizing the concept for all the existing sandboxes.
- Creating a proper draft and real guideline for innovation sandbox.
