Background: The USAID funded PMI Uganda Malaria Reduction Activity aims to strengthen malaria prevention and ownership of health at the community and household levels while maintaining gains at the health facility level in Uganda's five highest burden regions: Acholi, Busoga, Karamoja, Lango, and West Nile. This Activity collaborates with the Government of Uganda to enhance technical, managerial, financial, and leadership capacity and accountability across all health system levels, aiming to close gaps in access to and utilization of high-quality malaria services at the community level. The Activity also supports select private for-profit health facilities to improve malaria case management and reporting.

Implemented by JSI Research and Training Institute Inc. (JSI) and partners, the Activity prioritizes careful and accurate data collection and sharing to ensure transparency, accountability, and targeted planning. The Activity uses Kobo Collect for community data collection but faces challenges with longitudinal data collection, resulting in data quality issues, backlog, lack of real-time analysis, and inconsistencies. To address these challenges, the Activity seeks a consultant to program Kobo Collect tools for longitudinal data collection and develop additional electronic data management tools to reduce reliance on paper-based systems. The purpose of community interventions conducted through the HAAM (Household Action against Malaria) model is to empower households to take ownership of malaria prevention by equipping them with knowledge and resources. The HAAM model aims to achieve MAAM Smart Home status, where households remain malaria-free.

Objectives: The primary objective of this consultancy is to program and configure Kobo Collect tools to supportlongitudinal data collection, thereby improving data capture, quality, ensuring real-time data analysis, andmaintaining consistency in data results.

Responsibiltiies of the Consultant: The consultant will be responsible for the following tasks:

  • Assessment and Requirements Gathering: Engage with MRA MEL and program staff to understand specific requirements for longitudinal data collection and data use. Conduct an initial assessment of the current Kobo Collect tools and data collection processes.
  • Tool Design and Configuration: Design and configure Kobo Collect forms to support longitudinal data collection and interaction with other tools. Ensure the forms are user-friendly and meet JSI PMI MRA’s community and internal data collection requirements.
  • Data Quality Enhancement: Implement validation rules and checks to enhance data quality. Configure the system to minimize data backlog and support real-time data analysis.
  • Training and Capacity Building: Conduct training sessions for PMI MRA staff on the new tools and processes. Provide comprehensive documentation and user manuals.
  • Testing and Implementation: Conduct thorough testing of the configured tools to ensure they meet the requirements. Implement the tools in a live environment and provide support during the initial phase of usage.
