Background and Justification
The Zambia SAFE (Supporting an AIDS-Free Era) project is a 5-year, USAID-supported project implemented by JSI. SAFE’s goal is to reduce HIV mortality, morbidity, and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western.
USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counselling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.
Purpose and Objectives of the Consultancy Position
The purpose of this consultancy is to:
- Serve as Acting Deputy Chief of Party to cover annual leave;
- Implement handover plan (inclusive of close-out plan);
- Temporarily oversight and leadership of Finance, Procurement and Operations units that are under the DCOP_F&O supervision;
- Assist key personnel and senior management with daily program management and decision making while DCOP F&O is on leave;
- Assist in close-out process for the Central and Northwestern provinces according to the close-out plan;
- Implement preparation of close-out plan for Copperbelt province according to the close-out plan;
- Support to identify/implement activities related to the evaluation and auctioning of non-functional equipment (vehicles);
- Ensure that any remaining inventory handover to facilities or new project is completed by end of July 2023, to be coordinated with the Senior Compliance Specialist;
- Review and approve program financial transactions, purchase orders and contracts within the threshold according to SAFE internal policy and delegated authority during DCOP annual leave;
- Assist HR Director with any HR activities as needed and ensure HR activities are implemented according to plan as per Zambian labor law, JSI policy and USAID rules and regulations;
- Support Procurement Staff when needed;
- Approve purchase requests and purchase orders according to the DCOP F&O threshold and delegated authority;
- Attend all close-out meetings with field staff and HQ staff;
- Participate in project meetings as requested by COP/HQ staff;
- Travel to provincial offices to provide support when needed; and
- Carry out additional responsibilities as may be assigned.
