JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. 

JSI is currently seeking an outstanding Supply Chain consultant to support work on activities of the Country Health Information System and Data Use (CHISU), a global cooperative agreement funded by the United States Agency for International Development (USAID). CHISU is a 5-year program (2020-2025) designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.

To address supply chain challenges highlighted by the COVID-19 pandemic, with funding from the USAID Eastern and Southern Caribbean Mission, JSI as part of CHISU is assisting the Ministry of Health in St. Vincent and the Grenadines to support comprehensive country readiness to make timely, data-driven decisions to optimize the supply chain processes that ensure timely delivery of COVID-19 vaccines to their citizens.  The Supply Chain Consultant will work on the CHISU program to assess the country’s supply chain processes and the HIS system that supports them to facilitate improved distribution of COVID vaccines and other health commodities. This consultant will be seconded to the Ministry of Health in Saint Vincent and the Grenadines and will work under the technical supervision of the Chief Medical Officer, with the contract and oversight managed by CHISU. 

Responsibilities:

  • Create an Information Systems diagram documenting the current systems environment

  • Define project success metrics

  • Document relevant current-state supply chain processes (especially inventory management) and information flows

  • Assess the maturity of in-scope process and data flows

  • Identify and document potential gaps between current-state and future-state (i.e. the process and information flow dictated by the HIS system versus current practice.)

  • Analyze the current state of data quality

  • Provide recommendations and a roadmap for data quality improvements

  • Develop high level future-state information system requirements, including strategies for integrating commodities from multiple programs into the same information system 

  • Create Standard Operating Procedures (SOPs) for key supply chain function

  • Develop strategies to ensure adoption and sustainability for the Ministry

  • Work collaboratively with project stakeholders to develop reports that will provide supply chain insights. Identify data sources and approach for accessing them

  • Design and conduct trainings for practitioners and Train the Trainer sessions

  • Provide all electronic work materials to the Ministry to allow for seamless handover two (2) months prior to the closing of consultancy. 

  • Support for additional related tasks as requested by the Ministry

Qualifications:

  • 10 years’ experience working with health information systems including HIS, LMIS, LIS (Laboratory Information Systems), and others

  • 10 years’ experience documenting, assessing, and optimizing processes to support health systems supply chains

  • Experience analyzing data quality challenges in health information systems and designing and implementing strategies for addressing those challenges

  • Experience working collaboratively with multiple stakeholders in a project context

  • Experience preparing for and facilitating collaborative workshops 

  • Experience working with MoH in Saint Vincent and the Grenadines highly desirable

  • Bachelor’s degree (Master’s degree preferred) in health-related areas or health information systems. 

  • English Fluency
