The Momentum Knowledge Accelerator project is aimed at providing means to enable data integration and sharing between Momentum rounds projects. The MOMENTUM Data Platform team has developed an IT infrastructure and develop the software solution required to support the project’s goal. The final platform enables data exchange between disparate MOMENTUM information systems. The platform consists of a number of open source subsystems each specialized to perform a series of unique tasks aimed at accomplishing the data exchange process. Breaking the platform into subsystems reduces design complexity, makes it easier to troubleshoot or debug and scale. This also means that each sub-system is an independent system with the ability to be updated, deployed, and scaled to meet end user demand. To achieve this objective a consultant is needed to supplement the core development team.
- Ensure development and customization of the MOMENTUM DHIS2-based Data Platform
- Manage technical support to the Momentum Knowledge Accelerator administrators and users
- Provide software development support as needed during the implementation of the Interoperability Layer
Tasks
- Assist with the creation of metadata (data elements, datasets, indicators, data quality validations, etc), data entry screens and visualizations, such as interactive maps or charts
- Develop reports and data quality modules including validation rules as needed in the MOMENTUM Data Platform
- Assist with the implementation of the Interoperability Layer
- Provide ad hoc software development support
- Provide technical support to the MOMENTUM data platform users, monitor data platform support email, and track issues in issue tracking system
- Support the development of documentation needed for the system including: technical specifications for changes to the system, wireframes, metadata release notes, testing plan, user guides, etc
- Provide system maintenance to the DHIS2 instance
- Troubleshoot issues faced by users of the system
Qualifications
- At least 3 years of DHIS2 development, knowledge, and practical experience
- Bachelors degree in computer science, informatics, or related fields such as health information
- Experience with strengthening health information systems and innovative approaches in the domain preferred
- Experienced in applying user-centered requirements processes (with HQ and country-level health and DHIS2 teams) to design customizations or applications, in testing and troubleshooting, and in building local capacity to continue to customize and/or troubleshoot
- Experience in Agile software development
- Experience with online collaboration platforms such as Jira, GitHub, etc.
- Experience developing web-based and/or mobile applications, web-oriented programming languages (e.g., Java, Java Script), and Unix/Linux system management
- Experience in the use of database management systems (MS-Access, Visual Basic, SQL language, SQL server and MySQL) and in the operating environment of Microsoft or further upgrades
- Demonstrated ability to work independently and meet timelines and deliverables with minimal day-to-day supervision
- Demonstrated ability to work effectively and harmoniously in cross-cultural settings with other project staff, host country counterparts, USAID, consultants, other donors and international organizations
- Fluent English required, and preference for an additional language, such as French
