Expression of Interest (EOI) Pre-qualification of Offerors for development and implementation of
electronic immunization registry (EIR) software in Bosnia and Herzegovina (BiH).
USAID’s Moving Integrated, Quality Maternal, Newborn, and Child Health and Family Planning
and Reproductive Health (MOMENTUM) Routine Immunization Transformation and Equity
project, hereafter referred to as “the project”, applies best practices and explores innovations to
increase equitable immunization coverage in USAID-supported countries. The project is
USAID’s flagship technical assistance mechanism for immunization working in 18 countries
around the world. It works to build countries’ capacity to identify and overcome barriers to
reaching zero-dose and under-immunized children and older populations with life-saving
vaccines and other integrated health services, including rebuilding immunization systems
adversely affected by the pandemic. It also supports COVID-19 vaccine rollout across countries,
with a wide range of circumstances and needs.
JSI Research & Training Institute, Inc. (JSI), the lead implementing partner, is soliciting EOIs
from businesses registered in BiH to design, develop, implement, and support electronic
immunization software in the entities of the Federation of Bosnia and Herzegovina and Brcko
District in BiH. The project is funded by the United States Agency for International Development
(USAID) and is subject to all applicable US Federal regulations and provisions.
Offerors may propose the development of new software or the modification of existing software,
providing the final source code can be provided to each entity with full license for use and
modification at the conclusion of the project.
It is suggested that the EIR software is developed as a web application and it is required that
the final deliverable contain the following functionality and modules:
- Identity Management
- Logistics and Stock Management
- Immunization Record Keeping
- Scheduling and Communication
- Adverse Events Following
- Immunization (AEFI) Recording
- Reporting and Monitoring
- Automatic Off-Site Backup
Reporting and monitoring functionality must reflect administrative hierarchies in both the
Federation of Bosnia and Herzegovina (taking into account entity, canton, sub-canton, and
individual facility level data), as well as Brcko District in BiH.
Full technical requirements will be supplied to prequalified Offerors as part of the Request for
Proposals (RFP). The executed contract will be managed by JSI, but the selected Vendor will
coordinate and work with each entity, namely the Federation of Bosnia and Hersegovina and
Brcko District, separately.
All procurements as a result of this solicitation and subsequent RFP are funded by USAID and
are subject to all applicable Federal Rules and Regulations and Provisions 2 CFR 200 and 2
CRF 700.
JSI will only issue a RFP to approved, pre-qualified Offerors who will be selected in response to
this solicitation and those meeting the eligibility criteria as pre-qualified Offerors stated in this
EOI. Eligible Offerors will be pre-qualified for a period of one year. JSI, at its discretion, may
extend this period or may advertise another EOI for pre-qualification of Offerors.
