Background
Tuberculosis Data, Impact Assessment, and Communications Hub (TB DIAH) is a five-year Associate Award funded by the United States Agency for International Development (USAID). The objective of TB DIAH is to ensure optimal demand and analysis of both routine and non-routine TB data for decision-making and their appropriate use to support interventions, policies, and performance management of national governments, ministries of health, national TB programs, USAID and other stakeholders. TB DIAH is implemented by the Carolina Population Center, University of North Carolina (UNC) at Chapel Hill and sub-recipient John Snow Inc. (JSI).
In Uzbekistan, TB DIAH focused on providing technical assistance to the Republican Specialized Scientific-Practical Medical Center of Phthisiology and Pulmonology (RSSPMCPP) to assess the country’s TB data collection, reporting and analysis capacity as well as work with stakeholders to identify the strengths and gaps in the overall monitoring and surveillance system environment (structure, function, and scope) across levels of the health system, and develop a TB M&E plan for the NTP.
Objectives
The Senior Epidemiologist/Disease Surveillance Advisor will work in close collaboration with USAID/Uzbekistan, USAID TB Advisors, USAID Implementing Partners, the National Tuberculosis Program (NTP), and their sub-national counterparts, TB DIAH US-based staff and regional consultants as well as relevant TB stakeholders to improve the performance of the TB M&E and surveillance system in Uzbekistan. The Advisor will support the Uzbekistan National Tuberculosis Program (NTP) and USAID implementing partners (IPs) in assessing and building TB M&E capacity, strengthening monitoring and evaluation (M&E) skills, and developing and promoting online TB data resources.
The Advisor will be responsible for overall coordination and implementation of TB DIAH activities and liaise with NTP and USAID mission in Uzbekistan and other implementing partners and will liaise with TB DIAH US-based team to accomplish project’s objectives in Uzbekistan. Her/his specific responsibilities include:

Conduct a mapping and a gap analysis of the current system against the standardized Performance-based M&E Framework (PBMEF) and WHO indicators of all levels of the health system (i.e. facility, rayon, oblast and national)

Support the TB DIAH team to update the case and treatment outcome definitions, recording and reporting forms

Develop a national TB monitoring and evaluation (M&E) plan
Perform other assigned functions relevant to TB DIAH work in Uzbekistan based on the emerging needs from either the Mission and/or government agencies.
Duration
This consultancy will be from October 2023 to March 2024, renewable based on continuation of project funding.
Note: We are reviewing candidates on a rolling basis until the position is filled.
Qualifications
The following qualifications are required:

A degree in clinical medicine and/or Master’s degree or higher in public health, epidemiology, biostatistics, or a related social science field is required. Applicability of the field of study to TB Epidemiology is preferred.

Minimum of 3 years’ relevant experience in disease surveillance, preferable in TB or other infection disease data collection and reporting, data quality and surveillance program improvements

Demonstrated experience working with NTP and/or other infectious disease control programs

Sensitivity toward cultural diversity and an ability to work across various regions of the country.

Ability to work in a team and manage multiple activities.

Ability to work effectively with national/government counterparts, TB DIAH project staff, USAID, implementing partners, other donors, and international organizations.

Availability to travel within Uzbekistan.

Strong interpersonal, diplomacy, organizational, oral, and written communication skills.

Proficiency in Russian language; proficiency in English is highly preferred.

Consultant must be based in Uzbekistan.
