We are seeking to add a Senior Consultant to support a portfolio of projects focused on private-sector engagement in Zambia. This position will be associated with the Boston office.

The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365, Mopani Mine, and PharmAccess.

Responsibilities:

The SI Senior Consultant will assist the SI team in all the monitoring, evaluation, research, and learning activities for ZAM-Health. This will include, when applicable, the development of SI monitoring, evaluation, and reporting systems and processes; and ensuring all required indicators are being tracked and measured to produce timely, accurate, and complete reporting. The Consultant is expected to work across the project technical teams to ensure coordination. 

This 3-month consultancy, with the possibility of renewal, is based in the Lusaka office. The Consultant is hired by JSI and reports to the Boston-based JSI Senior Advisor (SA). However, they are accountable to the JSH-led ZAM-Health Project, which is led by the Chief of Party (COP) and will work under the COP's day-to-day technical and management guidance. Frequent consultation and communication between the Consultant, the COP, the SA, and the Boston-based ZAM-Health SI Advisor will ensure a synchronized vision, work plan, and agreement on timelines for deliverables.

Deliverables:

  • Ensure periodic and ad-hoc data summaries, monitoring reports and presentations are developed and submitted on time, support the COP and SI team to ensure that all data collection is high-quality, adheres to ethical standards, and complies with USAID and PEPFAR data reporting requirements in accordance with PEPFAR, OHA, BOB, and USAID timelines;
  • Provide oversight and technical assistance in the production of quality quarterly reports, and other relevant reports' production, as well as participate in various internal and external meetings, as needed, in accordance with PEPFAR, OHA, BOB, HFR, and USAID timelines and as requested by project leadership and/or USAID;
  • Optimize the current data collection systems to ensure standard operating procedures for data collection in an efficient and cost-effective manner. Data collection should be designed to support national data systems, and optimizing digital solutions is encouraged;
  • Maintain partnerships with collaborating organizations, stakeholders, and clients/funders, as required;
  • Provide coaching, mentoring, and learning opportunities for the SI Team, to support their professional growth and foster innovative ways of thinking, as requested;
  • Support the use and optimization of the ZAM-Heath internal dashboard. Work with SI team to provide technical assistance, and feedback loops to all ZAM-Health functional teams, and project leadership;
  • Finalize and lead regular data review meetings with the technical teams, to review progress against targets, and flag achievements and pain points.

Qualifications:

  • Master's degree, PhD in a relevant discipline, and/or equivalent experience and at least 8 years of post masters degree relevant experience;
  • Strong track record of effectively directing or managing work in research, and/or program evaluation;
  • Progressive experience in mid/senior positions as monitoring, evaluation, and research (MER) in the public health field or of large, complex markets;
  • Demonstrated hands-on practical experience setting up and managing MER systems for health programs, preferably within PEPFAR-funded projects;
  • Detailed knowledge of Zambia’s national Health Management Information Systems;
  • Strong oral and written communication skills as demonstrated by clear presentations, organized written deliverables, prior publications, and/or ability to tailor writing to different audiences;
  • Proven skills in knowledge management and dissemination of research or evaluation findings;
  • Proficiency in MS Word, Excel, Power Point, and Google products (Drive, Calendar, Documents, etc.);
  • Experience teaching and mentoring in previous positions;
  • Expertise with online meeting and collaboration tools and techniques; and 
  • Proficiency in qualitative software (e.g., NVivo), survey platforms (e.g., SurveyGizmo), and statistical applications (e.g., SAS and SPSS).
