Background

CHOICES (Choice Optimization for Immunization: Country Exercises in Sustainability) 2.0 aims to engage countries currently or formerly eligible for Gavi support who may be interested in conducting optimization and prioritization exercises. CHOICES provides evidence-based decision making support to countries in navigating the expanding vaccine options and optimizing products, schedules, and vial sizes for pneumococcal conjugate vaccines (PCV), rotavirus vaccines, HPV vaccines, measles-containing vaccines (MCV, MR, MMR), and others. CHOICES also provides technical guidance to identify and address key barriers to successful vaccine switches or introductions.

CHOICES is looking for a part-time consultant to provide technical support to the Ethiopian National Immunization Technical Advisory Group (NITAG) in collecting and analyzing secondary data from global and national data sources to facilitate NITAG's role of providing informed recommendations to the Ministry of Health. The consultant will be guided by NITAG and NITAG secretariat and will work closely with the Expanded Programme on Immunization (EPI) and immunization partners. 

The involvement of the consultant can be described in two phases: 

  1. Based on indicators and vaccines identified by the NITAG and EPI, support the NITAG in collecting and collating relevant data in a central file. This data will serve as the basis for all prioritization and optimization discussions planned by the NITAG, and;

  2. Analyze the data using graphs and incorporate these graphs into a PowerPoint presentation. This presentation will serve as a discussion guide for the NITAG and other stakeholders to make an informed decision on the prioritization of new vaccine introductions and optimization of the routine immunization program.

Activities

The consultant will be responsible for but not limited to: 

  • Coordinate with the JSI in-country and HQ-based teams to collaborate with partners and stakeholders to provide technical assistance to the Ethiopia NITAG for the prioritization and optimization of vaccines. 
  • Participate in an online meeting and two workshops on the prioritization and optimization of vaccines for the Ethiopia EPI/MOH.
  • Manage data collection by working with stakeholders to ensure secondary data sources are accessible and collecting and collating data as needed.
  • Analyze collected data and present it in appropriate visual format such as graphs to facilitate discussions during Workshop 2.
  • Routinely meet with CHOICES 2.0 backstopping and technical team to provide optimal technical support for the prioritization and optimization activity. 
  • Support specific duties and tasks requested by the Ethiopia-EPI as they relate to the breadth of scope of CHOICES.

Consultant Qualifications

  • Advanced degree in Epidemiology, Public Health or related field. Experience in health economics is desirable.
  • 8 – 10 years experience in data collection and analysis and experience working with the Ethiopia Expanded Programme on Immunization (EPI).
  • Experience in vaccine prioritization is desirable.
  • Experience working with other NGOs in the field of immunization.
  • Experience collecting, analyzing, and presenting secondary immunization data related to immunization program planning and decision-making is preferred.
  • Familiarity with different sources of immunization data including but not limited to; VPD data, vaccination data coverages, local immunization studies, relevant WHO guidelines related to vaccines such as WHO position paper, Gavi vaccines support guidelines, etc..
  • Professional proficiency in English required.
